Our R&D team dedicated to offshore wind
Our Institute brings together 25% of France’s workforce dedicated to R&D and innovation in offshore wind. Its strengths include an effective cutting-edge approach, a detailed understanding of regional specificities and a network of international experts.
A multidisciplinary R&D team for offshore wind
Our team of 90 employees brings together key skills in several complementary disciplines. This enables us to support the sector on a range of issues that are interdependent when dealing with specific cases. This clearly illustrates the value of a cutting-edge approach, whether for R&D projects or services.
The scientists in our team are divided into four departments according to their profiles. These departments cover a wide range of disciplines, from physical oceanography to biology, hydrodynamics and electrical engineering. In addition, our team has strong expertise in numerical modelling, artificial intelligence and sea trials. Several support functions reinforce this team, which is 100% dedicated to R&D for offshore wind sector.
Close ties with local offshore wind energy stakeholders
Since our creation, we have been committed to consider the specific characteristics of coasts and the needs of local communities. To this end, we have established a local presence. In addition to our headquarters in Brittany, we have Atlantic, Channel and Mediterranean offices. Our proximity to pilot and commercial wind farms is a real asset in developing synergies with industry of the sector.
We also have academic partnerships that enable our team to strengthen the excellence of our offshore wind R&D. Our regional roots allow us to consistently align our activities with the expectations of the blue economy and to set up regional projects.

While our team has developed cutting-edge expertise in offshore wind R&D, our scientists also know how to surround themselves with talent. France Energies Marines brings together a national network of experts recognised by their peers. These scientists are part of research teams attached to universities, engineering schools, public institutions and SMEs.
We also cultivate fruitful collaborations with several key R&D players worldwide. This is particularly the case for DTU, FLOWRA, Fraunhofer IWES, IFP Energies Nouvelles, NLR, PNNL, SINTEF, Supergen ORE, and Tecnalia.

Meet the team behind our offshore wind R&D

Rudy ALKAREM
Rudy is a research engineer specializing in floating offshore wind systems, with a focus on developing innovative solutions that reduce the levelized cost of energy via maximizing farms energy production and minimizing their OPEX. He obtained his master’s degree from the Izmir Institute of technology, where he led the design of an innovative floating platform featuring reduced motion and a novel mooring configuration. This project led to the first and only patented offshore floating platform for wind systems in Turkey and he continues to collaborate with academic and industrial partners towards the first deployment of this technology in the Aegean Sea.
He later completed his PhD at the University of Maine, where he developed a digital twin framework for reconstructing wave kinematics in the vicinity of floating wind turbines. He then joined the National Laboratory of the Rockies in Colorado, USA, where he led research efforts on conceptual shared mooring system designs for large-scale floating wind farms. His work focused on reducing mooring system costs while accounting for installation logistics, spatial constraints, and environmental considerations at the gigawatt scale.
Rudy joined France Energies Marines in 2026, where he continues to contribute to the development of innovative and reliable technologies that support the economic viability and the technical maturity of floating offshore wind energy.

Jérémy BIOUD
Jérémy joined France Energies Marines in 2023 as project manager in offshore wind. Certified systems architect and experienced project manager, he has more than ten years of experience in various industry fields including marine energy, shipbuilding and aeronautics. Before joining the Institute, he has worked for three years in tidal energy as systems engineering manager within the start-up Sabella. This enables him to have a good understanding of this field and of the different challenges related to project and technology development in offshore renewable energy sector. Previously, Jérémy has participated to several complex systems developments: aircraft turbofan engine, sub-marine, nuclear powerplant, cruise ship, etc. He owns an engineering degree from Ecole centrale de Nantes, and also owns a research master’s degree in hydrodynamics, energetics and propulsion. Since 2025, he is also head of the France Energies Marines Atlantic office.

Baptiste BOLON
An engineer by training, Baptiste graduated from Ecole centrale de Lyon, where he acquired solid technical and managerial expertise between 2016 and 2020. His academic and professional background reflects his ability to combine scientific rigour with a pragmatic approach to industrial challenges. Passionate about innovation and solving complex problems, he has distinguished himself through his involvement in demanding projects, both in academia and in industry. His experience and training enable him to work on a variety of topics, ranging from project management to industrial process optimisation.

Melissa CHERROUK
After completing a scientific baccalaureate and a preparatory class, Mélissa studied the entire curriculum at Ecole nationale polytechnique of Algiers, specialising in process engineering. During this time, she completed several internships in the oil industry. During her final year project at the Université de Liège in Belgium, she became interested in topics more closely related to current events, such as energy transition, renewable energies and the supply chain. It was in this context that she decided to carry out a thesis on the optimisation of offshore wind systems coupled with hydrogen production.

Tanguy COQUIO
Tanguy is an engineer in naval and offshore architecture from ENSTA with a specialization in hydrodynamics. Driven by a strong appetite for R&D, he also completed a master’s degree in research at the same school to deepen his knowledge in hydrodynamics. He began his career at Naval Energies, where he spent a year conducting studies and calculations for the moorings for the floating wind farm project off the coast of Groix and Belle-Île, including analyses related to fatigue and extreme loads, and script development. Tanguy then joined France Energies Marines in 2021 as a hydrodynamic project manager. He works on building digital models of systems and subsystems on topics related to floating wind turbines, such as shared anchors or the replacement of major components at sea.

Laure COSSALTER
Offshore wind project manager at France Energies Marines, Laure focuses on the understanding of synthetic mooring behaviour and ageing, as well as the technical-economic feasibility of shared anchors and mooring systems. She also carries activities on offshore wind operation and maintenance, through the study of maintenance costs optimization. She has a background in material science and a previous professional experience as a R&D process engineer in material sector.

Guillaume DAMBLANS
With over 20 years of experience in hydrodynamics and fluid-structure interaction calculations, Guillaume developed his expertise at Principia, where he worked for ten years. During this period, he designed numerous components for offshore oil production systems. He was involved in all phases of engineering, from concept proposal to project management, including detailed studies (anchoring, seaworthiness, export line/buoy, hybrid tower). He led and conducted research investigations for JIP on fluid-structure instability issues. He has also been involved in the development of several ocean energy systems for Naval Energies (NEMO, OPENHYDRO, WINDFLOW, SEARED).
Guillaume joined France Energies Marines in 2016, where he initially developed the roadmap for the systems and performance department. For four years, he was the department’s R&D manager and was technically involved in key topics that he initiated: multiphysics loads on dynamic cables and nylon mooring lines, biofouling characterisation, and digital twins of subsea components.
He is currently fluid-structure interactions R&D engineer and is strengthening its expertise in the behaviour and long-term qualification of nylon mooring lines, as well as the characterisation and hydro-mechanical modelling of the impacts of biofouling on the design of offshore structures.

Adrien HIRVOAS
With over 8 years of experience in marine renewable energy, Adrien holds an engineering degree in structures and materials from Institut français de mécanique avancée, complemented by a master of science from Université Blaise Pascal and a PhD in applied mathematics from Université Grenoble Alpes, completed in collaboration with IFP Energies Nouvelles. Since 2021, Adrien has been working at France Energies Marines and currently holds the position of applied mathematics for offshore wind researcher. He has contributed to various national and international R&D projects involving academic institutions and industrial partners. In this role, he has deepened his knowledge of mathematical modelling and numerical analysis for floating offshore.
