Motivation & background
Throughout the lifecycle of marine renewable energy projects – from the initial authorisation application phase through to decommissioning, including ongoing monitoring during operation – legislation requires that the potential impacts of these projects on the environment and the use of the marine environment be taken into account. Stakeholders (the State, regional authorities, developers, engineering consultancies, etc.) face numerous questions regarding the relevant environmental issues to be taken into account.
Launched in 2018, the COME3T initiative brings together a range of national stakeholders from the marine renewable energy sector to refer environmental issues to neutral and independent expert committees. Since 2023, socio-economic issues have been added to the range of topics submitted for consideration by these committees. The issues addressed are drawn from challenges identified by the sector and based on questions raised by the public and local stakeholders regarding the development of offshore wind farms in France.
Objectives
- To provide expertise, knowledge and recommendations on priority environmental and socio-economic questions relating to the development of offshore wind farms by establishing a committee of neutral and independent experts
- To establish a single, national network of experts
- To capitalise on and make the most of existing feedback and findings from studies into the various issues linked to the development of offshore wind farms
Functioning & organisation
COME3T is coordinated by France Energies Marines, which acts as the link between a steering committee – which sets priorities for the topics to be addressed – and the expert committees. Drawing on the Institute’s Scientific Directorate, the coordination team proposes topics of interest and available resources (R&D projects, etc.) in order to provide potential solutions to the issues raised.
The steering committee brings together the funding partners of the COME3T project. It sets the roadmap and the project’s broad strategic direction by collectively selecting the scientific topics to be addressed. It is also the steering committee that ensures the independence and neutrality of the expert committees by reviewing applications for each committee.
The Monitoring Committee brings together all the project partners. Together, they define and prioritise the environmental and socio-economic challenges specific to the development of marine renewable energy and guide the project’s roadmap.
The expert committees bring together scientists selected by the steering committee on the basis of their expertise and knowledge of the subject. For each new topic to be addressed, a national call for applications is circulated to the COME3T project partners and scientific networks (universities, research and centres of excellence, chairs, etc.) in order to form a group of 3 to 5 scientific experts. Each committee aims to explore the issue in depth and classify the topic according to the associated environmental or socio-economic challenge. Summaries in the form of richly illustrated educational bulletins are produced for each proposed topic. These bulletins then serve as the basis for the production of educational videos.
In 2025, the fourth phase of the COME3T project was launched with a total budget of €150k, funded by public (80 per cent) and private (20 per cent) investment. This new phase brings together 12 partners, including 5 financial partners.
The COME3T Label
Created in 2023, the COME3T label aims to promote research projects that contribute to improving understanding of the environmental and socio-economic challenges associated with the development of marine renewable energy. Based on the founding principles and operating model of COME3T, the labelled bulletins serve the same objectives as the COME3T bulletins.
Resources generated
As part of the COME3T initiative, mediation bulletins are regularly produced and made available online.
